makes a ripped functional copy of start windows for windows env
missing requirement causes launch to hang, added and fixed
adds a default conda installation, easier for dummys, using this it can install cuda version agnostic, and also makes a proper venv instead of docker which is prone to deployment issues
fixes the requirements to be static to the release version, also makes the conda env installer function right

adds updated requirements to manually link to windows environments .whl compilers, added default known good windows Torch for training use, added windows triton whl
adds windows bat, and creates easy launcher that runs local host for windows.
framework tested for visual studio 2019 and python 3.10 default installation paths, readme should be modified to match instruction for compilation needs
